    Tiny island nations are extremely limited in trying to gain any resources to utilize say, fission or fusion energy. They need to find some way to increase productivity as well as self reliance, which this is really a tiny step improving the experience of the human condition for their citizens, although in proportion, if that were to happen in a bigger country, it wouldn't be sufficient long term unless depopulation occurs which is an inhumane, immoral way to limit the potential of humanity and progress by keeping people using less than what the current energy paradigm allows and discouraging life to be fruitful and multiply. They should also set up a desalination plant on that island and distribute the water across all the American Samoan islands. They should look into Joe cells ( https://www.youtube.com/watch?v=mAbuHe9X_cs ) as well although they could already use electric cars and limit the use of diesel to construction machinery.

    I know a couple of people who had these kind of modifications made to their cars - one by a mail order kit and the other by a company actually fitting their version. Neither person still uses them.

    Two and three year old electric cars are currently very affordable where I live, but you have to have access to somewhere you can plug them in.
