In Russia, entire city districts throughout the country, even in Moscow and the capital region, suffer from prolonged and severe power & heating breakdowns.
And that's in the dead of the Russian winter. Hundreds of thousands are affected. All due to a severe lack of proper maintenance and financing (and systemic corruption, of course).
